Any proprietor, lessee, owner or manager operating a public dance hall or academy under the provisions of this subchapter, and in whose place there shall be held any public dance of any character, kind or description, shall at all times open the dance hall for inspection by the Chief of Police or any member of the Police Department. The Chief of Police is hereby authorized, and it is hereby made his or her duty, to inspect or cause to inspected, all licensed dance halls.
