The City Council may refuse to grant a license to any applicant and may revoke any license already issued to any owner, proprietor, lessee or manager of any public dance upon proof submitted to the City Council of the violation by the applicant or owner, proprietor, lessee or manager of any public dance hall, of any statute of the state for which violation a fine may be imposed or a sentence of imprisonment in the state prison, the Wayne County Jail may attach or be imposed, and the Council may revoke any license already issued to any owner, proprietor, lessee or manager of any public dance hall upon proof submitted to the City Council of the violation of any regulation of the city regulating, controlling or in any way relating to health, sanitation, fire protection or the public peace, or for the violation of any of the provisions of this subchapter.
