§ 118.098 RIGHT TO INSPECT.
   Whenever an application shall have been filed with the City Clerk of the city for a license to operate and maintain a public dance hall, it shall be the duty of the City Clerk and the Chief of Police, respectively, to make inspection of the place to be used as a public dance hall and, upon full compliance with the rules and regulations of the respective departments relative to the safety, health, convenience and comfort of the public, the City Clerk shall issue a certificate of inspection and recommendation of permission, which shall be approved by and the Chief of Police which certificate approved as aforesaid, shall thereupon bring the matter of application before the City Council for its approval or rejecting and, if the application shall be favorably passed upon by the City Council, by resolution duly adopted, the City Clerk shall forthwith issue the license to operate the public dance hall upon the payment to the City Treasurer by the applicant of the license fee hereinafter provided for.
