§ 118.076 GROUNDS TO REFUSE ISSUANCE OF LICENSE.
   The City Clerk may refuse to issue licenses when the purpose for which the license is requested shall be so notoriously indecent, filthy, vile or blasphemous as to be subversive of public morals and a reproach to the community; provided, however, that in case the City Clerk of the city shall refuse to issue a license as hereinbefore provided, the applicant may appeal from the decision of the City Clerk to the City Council, which may, upon hearing of the facts, order the license to be issued.
