The City Clerk of the city is hereby authorized to issue, to the person or persons entitled to the same under the provisions of this subchapter, a proper license for the purposes specified, upon the payment of the amount of the license fee therefor to the City Treasurer of the city and upon the continuation of any license fee from day to day. It shall be the duty of the Chief of Police of the city, or his or her subordinates to see that the proper license fee for the continuance is paid in advance and a receipt therefor, countersigned by the City Clerk, delivered to the person properly entitled to the license.
