No license shall be issued to any person who has been previously licensed to conduct a billiard room, pool room or bowling alley, whose license shall have been revoked during the year immediately preceding the time of making an application, as herein mentioned, nor to any firm or corporation, any member of which has been licensed to conduct a billiard room, pool room or bowling alley, whose license has been revoked during the year immediately preceding the time of the making of the application therefor.
