No hawker or peddler shall operate or maintain any vehicle in a manner that the customers or traders with the hawker or peddler occupy or congregate within the limits of the city in a manner as to block traffic and travel and no hawker or peddler shall be permitted to use the streets, alleys or other public places of the city for the service of customers or for the transaction of business in a manner as to block traffic or travel.
