The Police Department of the city shall have power and authority to require any hawker or peddler to refrain from exercising his or her occupation within the limits of any street or alley, or part thereof, where congested traffic conditions exist and the refusal of any hawker or peddler to refrain from exercising the business within the limits of the street or alley, or part thereof, when so requested by a member of the Police Department shall constitute a violation of this subchapter.
