(A) All fees applicable to this subchapter shall be set by resolution of the City Council and may include without limitation:
(1) Annual registration fees charged to the owner or agent at time of registration of the foreclosed, vacant or abandoned residential property.
(2) Annual registration fee charged to the owner or agent at time of registration of the foreclosed, vacant or abandoned commercial or industrial property.
(3) Late fees charged to the owner or agent for failing to register the foreclosed, vacant or abandoned property or renew a registration in a timely manner.
(4) An inspection fee charged to the owner or agent for monthly monitoring inspections or any inspection caused by the owner or agent's failure to comply with the maintenance and security duties set forth in this subchapter.
(5) Administrative charges charged to the owner or agent for excessive notifications of violations, processing orders for boarding, landscaping, removal of rubbish and debris, and preparation for prosecution.
(B) Fees set by City Council shall be fashioned progressively based on square footage of the vacant property or lot size of vacant unimproved lots.
(C) If an owner or agent fails to pay fees or charges due under the terms of this subchapter within 30 days of being invoiced, the cost reflected on the invoice may be placed on the property’s utility bill which could later be assessed against the property, additionally the city may institute action against the owner or agent for collection of the costs in any court of competent jurisdiction. The city’s attempt to collect such costs shall not invalidate or waive any lien filed against the property.
