§ 96.008 DUTY TO MAINTAIN AND SECURE.
   It is declared a public nuisance for any owner or agent to cause, permit, or maintain any property condition contrary to the provisions of this section. The owner or agent responsible for the care and control of the property shall perform regular inspections of the property to assure compliance with the requirements of this section and all other codes and ordinances.
   (A)   Property shall be kept free of the following:
      (1)   Grass taller than five inches.
      (2)   Weeds on property, along fence lines, in alleyways.
      (3)   Vegetation growth onto, or between sidewalk and driveway flags or from cracks in the pavement.
      (4)   Dry brush, dead vegetation, trash, junk, debris, building materials, conditions for rodent harborage.
      (5)   Accumulated snow on sidewalks and driveways.
      (6)   Any accumulation of newspapers, circulars, flyers, and notices.
      (7)   Discarded items including, but not limited to: furniture, clothing, large and small appliances, printed material, signage, containers, equipment, construction materials.
      (8)   Any illegal outside storage of vehicles.
   (B)   Property shall be kept free of graffiti, tagging or similar markings by removal or painting over with an exterior grade paint that matches the color of the exterior structure.
   (C)   Property shall be maintained in a secure manner so as not to be accessible to unauthorized persons. Broken windows must be repaired or replaced within 30 days. Boarding up of open or broken windows is prohibited except as a temporary measure for no longer than 30 days.
   (D)   Property shall comply with minimum security fencing, barrier and maintenance requirements of the construction code and the International Property Maintenance Code. Security fencing shall be kept in good repair.
   (E)   Landscaping shall be properly maintained.
   (F)   Pools, spas, or other water features located on the property shall be drained and kept dry and free of debris, and must comply with the minimum security fencing, barrier and maintenance requirements of the construction code and the International Property Maintenance Code.
   (G)   Utilities at the property must be properly and safely connected or fully disconnected by the utility company.
   (H)   Any building accessory or attachment must be securely attached so as not to cause a blighted condition, including, but not limited to, gutters, downspouts, shutters, railings, guards, steps, awnings, canopies, signs, light fixtures, and fire escapes.
   (I)   Signs and lighting systems shall be structurally sound, and maintained so as not to cause a blighted condition, or removed. Any sign that no longer advertises or identifies a use conducted on the property shall be removed by the property owner within 30 days of the date the use ended.
   (J)   Fencing and retaining walls shall be maintained structurally sound. Any fence or wall with broken or hanging components shall be repaired, straightened, or removed.
   (K)   Perishables shall be removed from the interior of all structures on the property.
   (L)   Windows shall not be obscured with newspapers, paper or plastic sheets or similar materials. Blinds and drapes designed for said purpose shall be permitted.
