The owner of any vacant dwelling or structure shall designate an individual person as the responsible local agent who shall be responsible for maintaining the dwelling or structure and who shall provide access for inspection by the code official for compliance with the applicable ordinance requirements. The owner may act as the responsible local agent. The responsible local agent shall reside within a 50 mile radius of the city.
