§ 96.004 REGISTRATION REQUIRED.
   (A)   The owner of any foreclosed, vacant or abandoned property shall register the property with the City of Hamtramck within 30 days of the earlier of:
      (1)   The property becoming subject to foreclosure.
      (2)   The property becoming a vacant or abandoned property.
      (3)   Notice sent to the owner by the city that the property has been declared a foreclosed, vacant or abandoned property.
   (B)   No registration is valid unless completed accurately and correctly, signed by the owner or responsible local agent, and the proper fees have been paid. Once issued, certificates are not transferable as to person or place and fees may not be refunded.
   (C)   Registration shall contain the following information:
      (1)   The address of the foreclosed, vacant or abandoned property.
      (2)   The date of which the property became foreclosed, vacant or abandoned.
      (3)   The names, addresses and telephone numbers of all owners of the dwelling or structure including the name, address and phone number of the majority shareholder of any owner that is a business or corporation.
      (4)   The name, address, telephone number, driver's license number or other legal identification and date of birth of the responsible local agent for the property.
      (5)   A mailing address where mail is to be sent that will be acknowledged as received by owner or agent. If mail sent to the address is returned for whatever reason, then such occurrence shall be prima facie proof that the owner has failed to comply with registration requirements.
      (6)   Affirmation of utility connects or disconnects.
      (7)   The acknowledgment and signature of a designated responsible local agent.
      (8)   The acknowledgment of inspection, if required, and scheduled date of inspection.
   (D)   Payment in full of all fines, fees and other debts on the property that are owed to the city, including but not limited to:
      (1)   Outstanding water and sewer bills.
      (2)   All charges for cleanup, mowing, boarding or other maintenance debts.
      (3)   Any fines or penalties arising from violations.
   (E)   Foreclosed, vacant, abandoned property registration is valid for one year from the date of issuance and shall be renewed annually thereafter until the property has become legally occupied. Renewal registration must be applied for 60 days prior to the expiration date of the current certificate. Failure to register after notice or to timely renew a property registration is a violation of this subchapter and shall subject the property owner to late fees.
   (F)   Registration fees, renewal fees, late fees as well as any other charges in connection with foreclosed, vacant or abandoned registration and compliance shall be established by resolution of the City Council.
