§ 53.013 SNOW AND ICE.
   (A)   Snow and ice removal. The owner, occupant, or responsible agent of any property, or the owner or responsible agent of any unoccupied or undeveloped property, is required to keep the sidewalks in front of, and adjacent to such property, cleared from snow and ice to facilitate pedestrian use. Where there are no sidewalks, the occupant, owner, or responsible agent aforementioned, is required to clear a path free from snow and ice where a sidewalk would otherwise be to facilitate pedestrian use. Whenever any snow or ice has fallen or accumulated, it shall be cleared within 12 hours after it has fallen or accumulated. Snow and ice removal shall apply to all residential, commercial, and industrial properties located within the City of Hamtramck.
   (B)   Discarding of snow and ice. No person within the city shall deposit snow or ice from any premises sidewalks, driveways leading to the premises, or any street parking area onto the portion of any street or adjacent public right-of-way. It shall be unlawful for any person, at any time, to deposit any accumulation of snow or ice upon the traveled portion of any street or highway, or upon any public sidewalk, or upon any municipally owned or leased parking lot, anywhere within the city.
   (C)   Contractfor hire; identification required.
      (1)   Any businesses using a contractor for snow removal are required to identify their contractor with their yearly business license application.
      (2)   Any vehicle used for hire, gain or reward of snow removal shall be clearly and plainly marked with the name of the person, company, firm or corporation that the business license is issued to.
   (D)   Snow emergency.
      (1)   Declaration of. Whenever the City Manager or other designee finds, on the basis of falling snow, sleet, or freezing rain or on the basis of a forecast by a weather service, may declare a snow emergency, and initiate the City of Hamtramck Emergency Operations Plan.
      (2)   Parking.
         (a)   During a snow emergency, in addition to the designated fire routes, parking is prohibited on the following streets:
            1.   Joseph Campau - between Carpenter and Hamtramck Drive;
            2.   Conant - between Carpenter and Hamtramck Drive;
            3.   Caniff - between Grand Haven and Buffalo;
            4.   Holbrook - between St. Aubin and Buffalo.
         (b)   The City of Hamtramck Police Chief or his or her designee is authorized to remove or cause to be removed any vehicle that is parked in any designated fire route, any street where parking is prohibited during a snow emergency, or any other vehicle that obstructs or otherwise impedes traffic, where such vehicles are to be found in violation of snow emergency regulations, traffic ordinances and regulations of the city.
         (c)   1.   In addition to or in lieu of removal, the City of Hamtramck Police Chief or his or her designee may issue an appearance ticket to the owner of any vehicle in violation of this section.
            2.   Motor vehicles with handicapped permits and stickers, legally parked in designated spots, shall be exempt from the provision of this section.
         (d)   Once in effect, the snow emergency parking prohibition shall remain in effect until such time until terminated by announcement, or until the listed streets are substantially cleared of snow and ice from curb to curb, for the length of the entire block.
