In case any owner, agent, or occupant shall neglect to build or repair any sidewalk within the time prescribed in the notice of the Department of Public Services, as provided in this subchapter, and the city, by any suit or proceedings, is compelled to pay damages for injury to any person or persons on account of the neglect, the owner, agent, or occupant shall be liable to the city for the amount of damages so paid, and the same may be collected, if necessary, by suit in any court of competent jurisdiction.
