All sidewalks in the city shall be kept in good repair by the owner, agent, or occupant of the house, lot, or premises adjacent to or in front of which the sidewalk lies. Whenever any sidewalk within the limits of the city shall require repairing or shall become dangerous or inconvenient for travel thereon, it shall be the duty of the Department of Public Services to notify, by written or printed notice or partly written and partly printed notice, the owner, agent, or occupant of the house, lot, or premises in front of or adjacent to which the sidewalk lies, to repair the same within 45 days from the date of personal service or posting of the notice. The notice may be served personally upon the owner, agent, or occupant, or posted in a conspicuous place upon the premises in front of, adjoining, or adjacent to which the sidewalk lies.
