§ 53.004 SIDEWALKS MADE OF CONCRETE.
   All sidewalks of concrete shall be made of good material, and the work done in first class workmanlike manner, and left smooth and even in every part. All sidewalks being constructed, reconstructed or replaced with concrete must conform to the following minimum specifications:
   (A)   The foundation shall consist of sand or gravel and must be free from clay, thoroughly compacted to a thickness of not less than two inches.
   (B)   Walks must not be less than four inches in thickness and on driveways not less than six inches.
   (C)   All material entering into the composition of the walks must be well screened and free from dirt.
   (D)   Top dressing shall not be less than one inch in thickness, of a mixture of cement and sharp sand in proportion of two parts of sand to one part of cement, which shall conform to the requirements and specifications.
   (E)   The lower stratum, or concrete filling, of the walk shall consist of clean gravel and cement in the proportion of one part of cement to five parts of gravel well tamped.
   (F)   The top course shall be placed while the concrete filling is still moist and be tamped thoroughly up until water comes to the surface, and the surface then toweled sufficiently to leave it smooth.
   (G)   The concrete filling shall be made from the same cement as the finishing layer; joints to be made so that no stone shall have more than 25 feet of superficial area in walks five feet wide.
