No person shall engage for profit in the operations, services or functions enumerated in these standards unless and until such person shall be a bona fide lessee of the town or sub lessee of a bona fide lessee operating under a lease from the town permitting such sublease. All such leases binding any fixed-base operator, as defined in § 72-8 of this chapter, shall be in conformance with N.J.S.A. 40A:12-14.
