Licenses shall be issued for a full year beginning on the second Tuesday of February of each year and expiring on the day prior to that Tuesday of the following year. License fees paid for vehicles that are retired in a regular license year and vehicles that are licensed during the course of a regular license year shall have all city fees under this chapter adjusted based on monthly rate of the annual fees.
