The City Controller shall keep a register showing the name and address of each person owning and operating a taxicab licensed under this chapter, together with the license number, make, model, year and color of the taxicab. This register shall be a public record and open to inspection to the public at all reasonable times. Certified or authenticated copies of the records or portions thereof shall be conclusive of the contents of the records. The books necessary to keep these records shall be furnished and paid for by the city.
