For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
PERSON. An individual, sole proprietorship, corporation, firm, partnership, association, organization, trustee, joint venture, or anyone of a group acting as a unit as well as a natural person.
RETAIL AND SERVICES ESTABLISHMENT. Any business, office, plant or place within the city, whether temporary or permanent in nature, and whether within or without a permanent structure, where services or professional services, manufacturing, fabrication, construction, assembly or design occur or where commodities or goods are sold or offered for sale to the public in general or to the ultimate consumer of the commodities or goods.
