(A) The annual license fee for each pet shop or cattery shall be based on the number of animals which are proposed to be kept in the establishment or on the premises and shall be as follows.
(1) Under 25 animals or birds, $20; and
(2) Over 25 animals or birds, $50.
(B) In computing the number of animals, all puppies and dogs of both sexes shall be counted, except puppies actually nursing their mothers.
