§ 34.229 BUDGET.
   The Commission shall propose a budget as any other executive department and the budget shall be passed upon by the Common Council. Application for federal and state monies shall be approved by the Common Council. No monies may be expended for Commission programs or purposes except upon appropriation by the Common Council.
