§ 121.06 EXCEPTIONS.
   (A)   No permit fee may be required of any veterinary hospital, animal shelter or government-operated zoological park.
   (B)   Persons operating kennels for the breeding of dogs and cats which handle less than 10 animals may elect to license the animals individually.
