The City Controller shall issue a license under this chapter when he or she finds compliance with the following rules and regulations:
(A) The applicant has completed the application process and requirements;
(B) There is no apparent danger to public health, welfare, or safety; and
(C) The requirements of this chapter and all other governing laws and ordinances have been met.
