(A) The members of the Economic Development Commission shall be appointed by the Mayor in the following manner.
(1) Three of the members so appointed shall be selected and appointed by the Mayor.
(2) One of the members so appointed shall be nominated by the County Council.
(3) One of the members shall be nominated by the Common Council of the city.
(B) No person shall be appointed as a Commissioner to the Economic Development Commission who is not a resident of the county in which the city is located or the owner of a business in the county. If any Commissioner ceases to qualify in 1 of the categories of this section, his or her appointment on the Commission shall be terminated and his or her office shall become vacant.
