Upon the organization and election of the Board of Trustees of the Department of Waterworks, as provided in this subchapter, all of the territory included within the city and all territory within a radius of 5 miles of the city shall become and constitute a water district. This water district shall be deemed created and established under and pursuant to the provisions of I.C. 8-1.5-4-1 et seq., and the Board of Trustees and the qualifications of each of the trustees under these sections shall have and possess all of the powers, duties and liabilities prescribed by I.C. 8-1.5-4-1 et seq.
