The letter from Cablevision to the Common Council, dated September 28, 1979 and the letter from Cablevision to the Common Council dated October 19, 1979 shall both be incorporated by reference into this chapter and the Cablevision Franchise Ordinance, Number 4565. The terms of the letters shall be part and parcel of the franchise ordinance and this chapter, and the terms shall be equally binding.
