§ 114.03 RECORDS TO BE KEPT.
   (A)   Each person licensed under this chapter shall keep a book or other suitable record which shall contain an accurate description of any motor vehicle purchased, taken or received by the licensee. Every entry shall be made at the time when the motor vehicle is purchased, taken or received. The book or record in which the entries are made shall be kept and preserved in and at the place of business in the city of the licensee.
   (B)   The description of motor vehicles shall include the engine number, if any, the maker’s number, if any, and any other information that shall be required by the Licensing Committee on Automobile Dealers’ Licenses, the City Controller or the Police Department.
   (C)   The book or record provided in this section shall, at all reasonable times, be open to the inspection of any member of the Licensing Committee on Automobile Dealers’ Licenses, the City Controller or any duly- authorized agent thereof, or any member of the police forces of the city or of the state.
