(A) No person shall operate as an automobile dealer until all of the requirements of this chapter have been complied with and a license to engage in that business has been issued.
(B) Every person operating under the provisions of this chapter shall be held strictly responsible for the conduct of his or her employees, insofar as the sales or purchases of automobiles or motor vehicles are concerned. It shall be the person’s duty to see that no automobiles or motor vehicles are sold or purchased by his or her agents or any other person in and upon his or her premises or location, other than his or her own automobiles or motor vehicles, unless the person has a license, as provided in this chapter.
