No personal property shall be sold or offered for sale at auction within the city between sunset of each day and sunrise of the following day, except that if the sales are in an enclosed building; no personal property shall be sold or offered for sale within the city between 10:30 p.m. and sunrise of the following day. The auction seller as well as the auctioneer shall be responsible for the compliance with this section at every auction sale.
