There is hereby created the Civil Defense Council which shall be composed of the following persons.
(A) The President of the Common Council of the city shall serve as Chairperson of the Civil Defense Council.
(B) The Director of the Department of Civil Defense shall be charged with the preparation of the civil defense plan for the city and shall supervise and direct the activities and functions of the Department of Civil Defense, as specified in this subchapter. The Director shall be appointed by, and hold his or her position at the pleasure of the Mayor of the city. The Director shall serve as Vice-Chairperson of the Civil Defense Council.
(C) The Chief of Police, Chief of the Fire Department and the City Engineer.
(D) Representatives not to exceed 5 in number from civic, business, industry, labor, veterans, professional or other groups, which shall be selected, appointed and serve at the pleasure of the Mayor.
