(A) It is hereby declared that there exist within the city rental housing units, which by reason of their operation, use or occupancy affect or are likely to affect the public health, safety and general welfare of the city.
(B) It is further declared that the purpose of the this subchapter is to protect the health, safety and general welfare of the citizens of the city by requiring the registration of all rental housing units which are or shall be in existence in the city.
