(A) Every door opening directly from a dwelling unit to outdoor space shall have screens and a self-closing device and every window or other device with an opening to outdoor space used or intended to be used for ventilation shall likewise have screens.

(B) No dwelling or dwelling unit shall be deemed to comply with the requirements of this chapter unless the following conditions are met.
(1) During the period beginning June 1 and ending September 30, in each year, every door opening directly from each dwelling unit to outdoor space is supplied with a screen of not less than 16 mesh per inch and a self- closing device in good operating condition; and every window or other device with openings to outdoor space, used or intended to be used for ventilation, is supplied with a screen of not less than 16 mesh per inch.
(2) Every basement or cellar window is supplied with a heavy wire screen of not larger than 1/4 inch mesh, which fits tightly and is securely fastened.
