(A) The purpose of this subchapter shall be to facilitate public understanding and better administration of this chapter. The supplementary regulations of this subchapter detail the requirements of this chapter specifically.
(B) No person shall occupy as owner-occupant or let to another for occupancy any dwelling or dwelling unit, for the purpose of living, sleeping, cooking or eating therein, which does not comply with the requirements of this subchapter.
