It shall be the duty of each member of the Board of Health, on complaint being made to him or her or on view of any place or thing which by this code or other ordinances of the city are or may be declared nuisances or injurious to the health of the citizens of the city to report the complaint to the City Attorney for prosecution and to sign and make affidavit to the necessary complaint against the person offending.
