(A) Apartment buildings, houses or structures which have 3 or more units or apartments shall be excluded from city pick-up under this chapter.
(B) (1) It shall be the responsibility of the owner of the building, house or structure to either obtain private garbage and rubbish pick-up for these properties or to purchase a sufficient number of 90-gallon containers.
(2) However, the determination as to what is most appropriate for a particular location shall be made by the Superintendent of the Sanitation Department or his or her designee.
