(A) The distribution and assignment of the personnel of all ranks below Chief shall be determined by the Chief of Police and the Board of Public Works and Safety in accordance with the rules and regulations governing the Police Department.
(B) The rules and regulations shall be promulgated by the Board of Public Works and Safety.
(C) The structure, organization and deployment of the police force shall be the responsibility of the Chief of Police, subject to the approval of the Board of Public Works and Safety.
