(A) All persons owning, operating or in charge or control of any equipment or premises who shall cause, suffer, allow, permit or participate in any violation of this chapter shall be individually and collectively liable for any penalties imposed by this chapter and § 10.99.
(B) This liability shall include any person who shall refuse to comply with or who shall assist in the violation of any of the provisions of this chapter.
