(B) Any person who sells or rents to another person domestic incinerators which may be used to dispose of combustible refuse by burning and which incinerators are to be used exclusively in connection with any dwelling, which dwelling is designed for and used exclusively as a dwelling for not more than 2 families, shall first, and annually thereafter, obtain a permit from the Chief of the Department of Air Pollution Control to sell or rent the incinerators.
