§ 90.006 LOADING VOLATILE PETROLEUM DISTILLATES.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      SUBMERGED FILL PIPE. Any fill pipe the discharge opening of which is entirely submerged when the liquid level is 6 inches above the bottom of the tank. SUBMERGED FILL PIPE, when applied to a tank which is loaded from the side, is any fill pipe the discharge opening of which is entirely submerged when the liquid is 18 inches above the bottom of the tank.
      VOLATILE PETROLEUM DISTILLATE. Any petroleum distillate having a Reid vapor pressure of 4 pounds or greater.
   (B)   A person shall not load volatile petroleum distillates into any tank, truck, trailer or railroad car from any loading facility unless the loading operation utilizes a submerged fill pipe, or the loading facility is equipped with a vapor collection and disposal system or its equivalent, properly installed, in good working order, in operation and approved by the Chief of the Department of Air Pollution Control.
