(A) A permit may be revoked at any time prior to its termination date by the Board of Public Works and Safety for any reason which would have prevented its issuance in the first instance upon reasonable, written notice to the petitioner and opportunity to the petitioner to oppose revocation at a regularly scheduled public meeting of the Board of Public Works and Safety.
(B) The administrative rules of procedure shall be observed at the hearing.
