(A) Any person desiring a permit for operation of snowmobiles or off-road vehicles on public property of which he or she has control or jurisdiction shall petition the Board of Public Works and Safety of the city for permission to allow the operation by submitting a written statement thereto indicating the following information.
(1) The place or location where the operation shall occur;
(2) The duration of time for which permission is sought, for example, whether it is a special event for one day or a continuing activity for an indefinite period;
(3) The hours of the day during which permission to operate the vehicles is sought;
(4) How many vehicles are expected to be operated during the period indicated or at one particular time;
(5) What supervision, if any, will be provided and who will be in charge;
(6) What rules and regulations or terms and conditions, apart from state law, the petitioner will impose on the operation of the vehicles;
(7) Whether there is liability insurance covering the premises, and if so, the amount and the pertinent provisions;
(8) Why permission is being sought; and
(9) The name and address of the petitioner, and if he or she is a representative of an organization, the name and address of the organization.
(B) The Board of Public Works and Safety may request the furnishing of any additional information it needs in order to arrive at a considered decision, in accordance with the purposes for which this chapter was enacted, and to assure compliance with any other pertinent laws.
