For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PUBLIC PROPERTY. Any property, real or personal, land or water, of any kind or description within the city which is owned by, titled to or under the control or jurisdiction of the city or any subdivision or department thereof, or any person who permits or allows the general public to be upon or use the property.
