Any ordinance, resolution, order or other matter referred to a committee or special committee of the Common Council and which is in such committee or special committee for more than 1 year shall be considered to have failed passage and adoption, unless the Common Council, by majority vote, agrees to extend the time by which the committee or special committee may consider the ordinance, resolution, order or other matter.
