§ 30.47 READING AND PASSAGE.
   (A)   Every ordinance shall receive 3 separate readings prior to its passage. Resolutions shall receive 1 reading. The readings of all ordinances and resolutions shall be by title only. Any Council member may request to have the ordinances or resolutions to be read in its entirety. If there is any inconsistency between state statutes and any ordinance setting out procedural rules for the Common Council, the statute shall prevail. An ordinance may be given final passage pursuant to the provisions of I.C. 36-4-6-13 which provides as follows:
   Ordinance; two-thirds vote with unanimous consent of members present
   Sec. 13. (a) A two-thirds (2/3) vote of all the elected members, after unanimous consent of the members present to consider the ordinance, is required to pass an ordinance of the legislative body on the same day or at the same meeting at which it is introduced.
   (b) Subsection (a) does not apply to a zoning ordinance or amendment to a zoning ordinance that is adopted under I.C. 36-7.
   (B)   Ordinances and resolutions shall be prepared and a copy shall be in the hands of all Council members at least 5 days prior to their presentation, and shall be delivered to each Council member at his or her residence or place of business by the designee of the Chief of Police. However, in case of emergency, ordinances or resolutions may be presented and adopted at the time of meeting, but only in case 2/3 of the elected members are present, and then only by consent of 2/3 of the elected members.
