(A) For every appropriation or transfer ordinance introduced before the Common Council, the city official requesting the appropriation or transfer of funds shall either appear in person or by personal representative on either the first or final reading of the ordinance or submit in writing before the final reading a detailed explanation of the need for passage of the ordinance with which his or her proposed appropriation or transfer of funds is concerned.
(B) Such an ordinance shall not come to final passage until the appropriate official has complied with the requirements of this section.
