Every proposed ordinance, resolution and order considered by the Common Council shall be sponsored by a member of the Common Council, except that the Mayor may sponsor the annual salary ordinance or any amendment thereto and the city budget ordinance or any amendment thereto. Any other ordinance, resolution or order not having a sponsor set forth above may not be considered by the Common Council.
