Any user shall have the right to request in writing any interpretation, request, decision or ruling by the District on any matter covered by this chapter and shall be entitled to a written reply within 15 days. Appeal of any interpretation, decision or ruling of the POTW or any final judicial order entered pursuant to this chapter may be taken in accordance with state law.
