Whenever the pretreatment coordinator finds that any user has violated or is violating this chapter, wastewater contribution permit, or any prohibition, limitation or requirements contained in this chapter, he or she shall serve upon the person a written notice either personally or by certified or registered mail, return receipt requested stating the nature of the violation. Within 15 days of the date of receipt of the notice, a response from the user describing plans for the satisfactory correction thereof shall be submitted in writing to the pretreatment coordinator advising of its position with respect to the allegations. If it is deemed necessary, the parties may then meet to ascertain the veracity of the allegations and, where necessary, establish a plan for the satisfactory correction thereof.
