§ 30.28 AUTHORITY TO ADDRESS COUNCIL.
   (A)   No one not a member of the Common Council, shall be permitted to address the Common Council except by petition, unless by the consent of 2/3 of the Council present. Any city officer may, when called upon, make a verbal report, provided the report be confined to his or her department.
   (B)   (1)   Any member of the public may address the Council under the agenda item of public expression, but only if the member of the public first sign in with the City Clerk prior to the commencement of the public expression period of the Common Council meeting, giving his or her name, address, telephone number and the subject on which he or she wishes to speak.
      (2)   Members of the public speaking during the public expression period shall be limited to 3 minutes unless the Council President or a majority of the members of the Common Council permit the person to speak longer.
